Fault for the failure of the Senate to even consider the George Floyd Justice in Policing Act of 2021 can be laid squarely at the feat of both Republicans, who never negotiate anything in good faith, and Democrats who are continually tricked by Republicans into engaging in bad faith negotiations and who lack the political will to do what is necessary to actually pass anything resembling an agenda or positive reform of a fundamentally corrupted and rotten police system in this nation.
